The Warsaw Pact has too many assets from surface groups, subs and attack bombers that could strike at the NATO carrier groups. So the NATO surface groups stay in the Atlantic to protect the supply convoys. I do remember in RSR, that sometimes you would get an event about how Bear bombers wrecked a NATO carrier group. And of course, the emphasis of the game is on your sub trying to stop the Warsaw Pact from breaking through the SOSUS line.
NATO's only hope of stopping the Warsaw Pact's ground advance is to get supplies and reinforcements from America to Europe ASAP. But yeah you make a great point. Still kinda weird to not have any (if i understand the manual correctly anyway). That also makes me wonder how a Russian campaign will even work?
